Larry Landry

Larry Landry Larry Landry is CEO and President of Landry, Creedon & Associates, a consulting firm that specializes in assisting local and national clients on various issues at federal, state and local levels for more than twenty years. Larry's areas of expertise include: transportation, Native American issues, business development, government relations, health care, land use, public/private partnerships, the Arizona State land process, taxation, water, and environmental issues.

Larry Landry’s specialty is facilitating the timely resolution of complex public/private problems. He is widely recognized as a skilled negotiator and manager with the ability to structure and to execute agreements between public and private entities for such clients as: Gosnell Properties, Westcor, Del Webb/Pulte Homes, Pinal County, and Maricopa Road. Larry has worked successfully with the Department of Interior and U.S. Forest Service regionally, in Washington, D.C. and in Alaska for a number of clients including: Seal Bay Timber Company, Old Harbor Native Corporation, The Chenega Corporation, The Eyak Corporation, Akhiok-Kaguyak, and Kodiak Island Borough.

Landry has been a key negotiator and strategist for a number of Alaska Native Corporations to work out detailed habitat conservation agreements with the Exxon-Valdez Oil Spill Trustee Council. These transactions required the unanimous agreement of three federal and three state agencies and resulted in over $300 million for the permanent preservation of over 500,000 acres of land.

Larry has substantial expertise dealing with Native American Tribal issues, transportation, development, environmental and land regulatory matters, which have included complex land transactions, water laws, public strategy and positioning of issues.

Larry is also recognized as a skilled management trainer and facilitator of strategic planning sessions for clients including: Phoenix Suns, Phoenix Coyotes, Scottsdale Properties, Phoenix Bach Boys Choir, City of Juneau, the Maricopa County Clerks Office, an Arizona law firm, health provider and homebuilder.

Prior to forming Landry, Creedon & Associates, Larry Landry served over ten years in top government management positions in Arizona. These duties included serving simultaneously as Executive Assistant to Governor Babbitt and Executive Director of the Governor’s Office of Economic Planning & Development (OEPAD). Larry also served as Executive Assistant to the Phoenix City Council. He has authored a book and many articles on management, marketing and government.

Jim Creedon

Jim Creedon Jim Creedon has been associated with Landry, Creedon & Associates since 1993. Jim specializes in transportation related issues working with the Federal Highway Administration, Arizona Department of Transportation, the State Board of Transportation, Maricopa County Department of Transportation, and the Streets and Transportation Departments of most local Arizona cities. Some of the clients Jim has assisted with transportation issues include: Blandford Homes, Chandler Regional Hospital, Community Southwest, Continental Homes, Del Webb Corporation, DMB, Derito Partners, Element Homes, Home Depot, Kitchell Development, Mayo Clinic, M&B Capital Group, Pulte Homes, RED Development, Ryan, Southwest Partners, Suncor, Tait Development, U-Haul, Vestar, Viehmann Martin & Associates, Westcor Partners,and USAA.

Jim Creedon previously served for eleven years as Acting Director and Deputy Director of the Arizona Department of Transportation. He also served in the Air Force retiring as a Brigadier General.

Mr. Creedon has served for over 30 years as an executive at state and federal levels and has proven experience in leadership affairs.

Mr. Creedon graduated from the University of Connecticut with a BS in business administration/marketing and received an M.S. degree in international affairs from George Washington University.

Bob Holmes

Bob Holmes Bob Holmes is Vice President and Managing Director of the Washington, DC office of Landry, Creedon & Associates, Inc., which was opened in February 2001.  He represents a diverse client base on matters before Congress, the Administration and the various Executive Branch agencies.  Bob’s prior experience as senior legislative assistant to an Arizona Congressman provided a solid background on Arizona and Native American issues and has been a great asset in his federal representation of Arizona clients for the firm.

Bob works on a variety of issues at the federal level related to Native American issues, appropriations, transportation, tax law, telecommunications, energy and natural resources.  He has been consistently successful in obtaining federal funding including over $18 million in funding for the design and construction of the Rio de Flag flood control project (Flagstaff), $2.1 million in design funding for the expansion of a waste water treatment facility (Avondale), and over $5 million in funding for preconstruction and engineering design for the Va Shly’ay Akimel project (SRPMIC).  In FY2005 and 2006 transportation appropriations funding was secured for the Coconino County bus system, the East Flagstaff traffic interchange and replacement bridges at Aspen, Birch, Cherry, Bonito & Thorp on behalf of the City of Flagstaff.

Mr. Holmes analyzes, tracks and drafts federal legislation and prepares testimony for Congressional hearings.  He has successfully shepherded multiple bills into law including fair tax treatment for Alaska Natives (public Law 107-016), the conveyance of irrigations canals from the BIA to the SRP-MIC (Public Law 106-568), binding arbitration for all contracts on tribal lands (Public Law 108-329) self governance trust reform, and the Yavapai land exchange (Public Law 109-110).

Prior to his work at Landry, Creedon & Associates, Inc., Mr. Holmes spent six years with Congressman J.D. Hayworth as staff assistant and then senior legislative assistant. In that capacity he worked on a variety of issues related to Native America including appropriations, transportation, telecommunications, and energy and natural resources.  Mr. Holmes also served as Congressman Hayworth’s chief liaison to the House Resources Committee, the House Veterans’ Affairs Committee, the Constitutional Caucus, Impact Aid Coalition and the Native American Caucus. Bob was instrumental in the formation of the Native American Caucus, a non-partisan Congressional Member Organization (CMO).  The mission of the Native American Caucus is to educate Members of Congress about the important trust responsibility the federal government has to Native Americans. As the top liaison to the Caucus, Bob was responsible for increasing the size and influence of the organization, eventually making it the largest minority CMO with over 100 members by the end of the 106th Congress.

Richard Travis

Richard Travis Richard Travis joined Landry, Creedon & Associates in 2009 after serving over 15 years in executive positions for all three branches of Arizona State Government. In his state service Richard has been Staff Director at the Arizona House of Representatives, Director of Government Affairs for the Arizona Supreme Court, Special Assistant Attorney General for Government Affairs for the Arizona Attorney General’s Office, and Deputy Director for the Arizona Department of Transportation.

Richard has worked with federal, state and local officials on a broad range of issues including transportation and infrastructure, education, public safety and criminal justice, economic development, as well as public financing and budgeting. He has developed media strategies and coordinated coalitions for legislation and initiatives. He has appeared in court, testified before legislative committees, and addressed local councils and tribes as part of his advocacy.

Richard earned a BA from Trinity University and a JD from the University of Arizona, College of Law. He also studied abroad for one year attending the London School of Economics & Political Science.

Kathi Becker

Kathi Becker Kathi Becker is an equity principal and chief operating officer of Landry, Creedon & Associates. She is one of the firm's co-founders with Larry Landry. Kathi came to Landry, Creedon & Associates after working in the community planning and economic development area of the Governor's Office of Economic Planning and Development. She has seen the company grow from its inception to an effective group of impactful associates in Arizona and the Nation’s capitol.

Kathi brings strong administrative skills to Landry-Creedon. She manages the corporate finances, oversees the day-to-day operations of the company and staff, and provides client support. While everyone is working as advocates in the public arena, Kathi keeps the organization working effectively and efficiently. She oversees all aspects of Human Resources, budgeting and billing. She also assists Larry with internal strategic planning and direction for the firm. She brings a level of organization and continuity that few other firms truly enjoy.

Her background in Office Management and business serve Landry Creedon and Associates well.

Christian Stumpf

Christian Stumpf Christian Stumpf joined Landry & Associates as a Public Policy Advisor in 2007 representing clients at the Arizona State Legislature and Administration including Verizon Communications, Union Pacific Railroad, International Council of Shopping Centers and Pulte Homes. Christian brings a wealth of knowledge regarding the political process and has successfully navigated many clients through the pitfalls of local, state and federal government. He has nearly a decade of experience in lobbying, legislative research, grassroots organization and fundraising.

Prior to this, he served as Federal Relations and Grants Analyst for Maricopa County where he developed strategies that resulted in the County repeatedly having 100% of its legislative package passed. From August 2002 to March 2003, he was Finance Director for the Arizona Republican Party and raised $6 million to support Arizona Republican candidates and issues. He also served in that capacity for the Nevada Republican Party.

Christian is a graduate of Arizona State University with a Bachelor of Arts, Political Science. He also sits on the Board of Governor's for the Arizona Foundation for Eye Health.
